This bill would update the Georgia Utility Facilities Protection Act (GUFPA) to include a number of beneficial changes for municipalities operating gas systems related to provisions on design locate requests, extraordinary circumstances and cost recovery of damages. Following the work of a House Special Committee on Utility Facility and Safety Improvements, along with the recommendations of the Georgia Utility Coordinating Council (GUCC)'s legislative committee, this bill removes exemptions for "traffic control devices and traffic management systems," which would require cities to be members of the Utilties Protection Center (UPC) and adhere to GA811's procedures. The bill provides for delayed enforcement and membership until January 1, 2024.
