This bill works to provide protections for dogs kept outdoors including defintions on standards of care, exceptions, and penalties. This bills does not preempt any ordinance or resolution of a county, municipality, or consolidated government relating to the restraint of a dog if the ordinance or resolution: are consistent with and at least as stringent as this article; or relates to an issue not specifically addressed by this article.
