This legislation would cap the amount of per diem allowed for directors of development authorities in counties with over 550,000 population at the same amount authorized for members of the General Assembly. 

In addition, the Georgia Government Transparency and Campaign Finance Commission and any locally established ethics board would be authorized to investigate allegations of conflicts of interests by a development authority board member and, if such allegations prove to be true, remove such board member from office. 

The substitute version of this bill expands the scope and original intent of this bill.
