This resolution proposes a constitutional amendment which would allow counties and municipalities the authorization to grant temporary tax relief to properties in their jurisdiction severely damaged or destroyed as a result of a disaster in a nationally declared disaster area. 

The constitutional amendment would need to be approved through a statewide ballot measure.
