This bill revises the powers allocated to the Director of the Environmental Protection Division, to allow for the [EPD] director to contract with the Department of Revenue to collect fees related to the sale of new replacement tires and with such fees administer such programs as may be necessary to ensure ultimate disposal of tires. A portion of funds transferred or appropriated to the Solid Waste Trust Fund (SWTF), shall be expended to make grants and loans pursuant to development of new recycling technology. The EPD Director shall ensure that future expenditures from the states SWTF maintain such proportions in future fiscal years, as to expenditures from the previous four FYs.
