This legislation would divert federal funds away from permanent supportive housing into sanctioned parking lots, tent encampments and short term housing shelters for homeless people.

Municipalitiesthat do not conduct enforcement of anti-sleeping and anti-camping laws would recieve a ban of any funding from the Georgia Department of Community Affairs (DCA), “or any state grants for public safety”, and nonprofits in those jurisdictions would be barred from receiving any grants from DCA or tax credits (i.e. low income housing tax credits). 

Additionally, a municipality would be responsible for convicting individuals of a misdemeanor offense following a citiation for sleeping outside of the approved encampment boundary.
