SB 578, Preempts City Regulation of Home Kitchens

Senate Bill 578 authorizes the operation of home kitchens. Home kitchen is defined in the bill as an enterprise in a domestic residence that stores, handles, prepares, packages, or serves food for sale directly to consumers and that is controlled and operated by a resident of the residence. 

This bill would prohibit cities from prohibiting or regulating home kitchen operations and from prohibiting delivery companies from delivering products produced in a home kitchen.
