Upcoming April 2025 Reporting

Disclaimer: The information below regarding the American Rescue Plan Act (ARPA) funding is primarily for Tier 5 cities that report annually, i.e. cities under 250,000 in population that received $10 million or less. This information does not pertain to any State ARPA funds awarded to your city by the Governor’s Office of Planning and Budget.

Get ARPA Ready!

We are one month away from your city's 2025 ARPA reporting requirement. This report, called the Project and Expenditure Report, is expected to become available in the U.S. Treasury portal on Tuesday, April 1. The link to the portal is hereThe deadline to submit your report and remain in compliance will be Wednesday, April 30. 

There are two steps you can take today to prepare for April 1 and ensure a more streamlined reporting process.

Step One

Please first confirm that at least one person at the city can login in successfully into the portal. If no one at the city is able to log in, please have one individual create a Login.gov account and reach out to Claire Chan, Manager of Research and Federal Relations at GMA, to request support with your account. When reaching out, please provide your city's Tax ID Number (TIN) or Unique Entity Identifier (UEI) and confirm the email you used for Login.gov.

Step Two

Know how to navigate the portal and open your 2025 report once it is available. After you have logged in, your home screen should look like this. By accessing the Compliance Reports tab on the lefthand side, you can view past reports that your city submitted in 2022, 2023 and 2024.

Gather all documentation now (i.e. invoices, receipts, payments) so you are prepared in April. You may use and adapt this template to help keep your ARPA payments organized. Please note, use of this template is completely optional and only for internal city use.

Reminders

What are you reporting this April?

  • Obligations of ARPA funds made between April 1, 2024 - December 31, 2024Remember: All ARPA funds had to be obligated by the end of 2024.
  • Expenditures of ARPA funds made between April 1, 2024 - March 31, 2025Remember: Recipients have until the end of 2026 to expend ARPA funds.

This April will be the last opportunity to elect the Standard Allowance. This streamlines your reporting (i.e. no documentation upload required) and maximizes flexibility on how your city can use these funds. GMA strongly advises your city to take the Standard Allowance if you have not already done so.
