Administrative Turnover in Georgia Cities

Since 2020, turnover in key city staff roles across Georgia has been widespread, raising concerns about continuity, institutional knowledge, and service delivery. The data highlights the scope:

    • 41% of cities with a city clerk (218 out of 537) experienced turnover, totaling 315 changes.
    • 54% of cities with a city manager (129 out of 238) saw turnover, with 172 changes.
    • 42% of cities with a finance officer (100 out of 240) had turnover, amounting to 127 changes.

Recruiting strong candidates is essential, but without a strategy for retention, succession, and a healthy workplace culture, those efforts may not be sustainable.
