Since 2020, turnover in key city staff roles across Georgia has been widespread, raising concerns about continuity, institutional knowledge, and service delivery. The data highlights the scope:
- 41% of cities with a city clerk (218 out of 537) experienced turnover, totaling 315 changes.
- 54% of cities with a city manager (129 out of 238) saw turnover, with 172 changes.
- 42% of cities with a finance officer (100 out of 240) had turnover, amounting to 127 changes.
Recruiting strong candidates is essential, but without a strategy for retention, succession, and a healthy workplace culture, those efforts may not be sustainable.
