This bill creates an exception to the competitive award bidding requirements for public works construction contracts found in O.C.G.A. § 36-91-21 so as to except public works construction contracts that were competitively procured by the state or through a cooperative purchasing organization, provided that a government entity must approve work to be completed pursuant to this provision in order for the work to be undertaken.
