Formerly, the bill provided that county, city, or campus officers cases based on the use of any speed detection device and convictions through the use of a speed detection device are not applicable when school zones speed detection devices are operated by an on-site law enforcement officer. Secondly, the bill provides that prior to the placement of a speed detection device within a school zone, the governing body of the county or municipality law enforcement agency authorized to enforce the speed limit, shall first apply for and secure a permit from the Department of Transportation as opposed to the school applying. 

This bill was amended and is now referred to as the "Back the Blue Act". This bill establishes the Back the Blue Fund from which the state revenue commissioner distributes voluntary contributions made through vehicle registration applications to sheriffs for the purpose of providing bonus payments to certified peace officers employed under a sheriff.
