This bill provides the statutory framework and implementation for community development districts to build and to maintain public infrasturcture.  The new entities would have specified governmental powers, including the ability to issue bonds and to levy ad valorem tax assessments for purposes of paying the costs of such infrastructure and bonds.  The approval of the creation of these entities would lie with the local governing authority, which would also retain general governmental and zoning power over the area within the district.  

The implementation of this legislation is subject to prior approval of a constitutional amendment contemplated by SR 533.
