This bill applies to any event hosted by a promoter or organizer that is not properly permitted by the appropriate local governing authority, that results in a public nuisance that impedes travel by public safety officials or employees of local, state, or federal governments. It allows for local governing authorities to file a complaint on behalf of the public and be reimbursed by the promoter or organizer of all expenses incurred by a local governing authority associated with public safety.
