HB 1473, Prohibition on Trains Impeding Transportation

This bill works to establish a civil monetary penalty for rail common carriers who's trains are operating in a manner which occupies or blocks any street, road, or highway grade crossing for a period longer than 15 minutes, unless: the train is experiencing a systems failure, avoiding striking an object/person, experiencing a derailment/accident, or to complying with a federal safety directive or law. 

The fine schedule is established at $500.00 for every five minutes of blockage.
